"Special needs" can mean a variety of conditions, ranging from a physical disability, to a skin condition, to emotional difficulties. Often, the condition can be cured, or significantly alleviated, by medical care that is simply not available in the child's home country. It is important to remember that in the case of adopting a child, there is no such thing as "pre-existing condition" that would prevent most family health insurance from covering the medical attention the child requires.
